This mounting ire might mirror the growing number of home improvements, says Sheila Adkins of the Better Business Bureau. It saw complaints climb 66% between 2002 and 2004. Carmen Santora, executive director of the Better Contractors Bureau, says costly insurance discourages workers from staying in the business, including competent ones. Scams directed at seniors are an unfortunate trend, he says. And when shady businesses are from out of state, they're tough to catch. But Santora also blames homeowners who just hire the lowest bidder: "The best priced doesn't necessarily mean the best work."
